DOT Part 295 Charter Broker Disclosure

HELO Luxury Air Mobility, Inc. is a charter broker, not a direct air carrier. We do not own or operate aircraft.

All flights arranged through HELO are operated by FAA-certified Part 135 air carriers that maintain their own Air Carrier Certificates, insurance, and operational authority. HELO acts as an agent for the client in arranging air transportation and does not exercise operational control over any aircraft.

In accordance with 14 CFR Part 295 (Air Charter Brokers), HELO discloses the following:

  • HELO does not own or operate the aircraft on which the air transportation will be performed
  • HELO acts as an agent of the charterer (client) in arranging the air transportation
  • The air carrier that will operate the flight will be disclosed to the client prior to departure
  • The air carrier holds appropriate FAA operating authority and is responsible for the operational control and safety of each flight
  • HELO is not a direct or indirect air carrier and does not exercise operational control over flights

Air Carrier Responsibility

The direct air carrier operating any flight arranged through HELO is solely responsible for the operational control and safety of that flight. This includes, but is not limited to:

  • Pilot qualification and training
  • Aircraft maintenance and airworthiness
  • Flight dispatch and operational decisions
  • Compliance with all applicable FAA regulations
  • Passenger safety and security procedures
  • Liability insurance coverage for the aircraft and passengers

Operator Selection

HELO selects operators based on a proprietary vetting process that evaluates FAA certification status, safety ratings (ARGUS, Wyvern), pilot experience, maintenance records, insurance coverage, and operational history. While HELO makes reasonable efforts to ensure the quality and safety of operators in its network, HELO does not guarantee the performance of any third-party operator.

Ground Transportation

Ground transportation services arranged through HELO are provided by licensed third-party operators. HELO does not directly employ drivers or own ground vehicles. All ground transportation providers are independently licensed and insured.

Consumer Protection

Clients have the right to know the identity of the air carrier operating their flight prior to departure. If you have any questions about the operator assigned to your flight, please contact our concierge team.

For complaints regarding air charter broker practices, consumers may contact the U.S. Department of Transportation, Aviation Consumer Protection Division.
